A man panhandles in the median strip on a street in Portland, Maine, in 2017. A federal judge in Arkansas ruled Tuesday that a law forbidding panhandlers to physically interact with people in cars is unconstitutional.

A federal court threw out the law enacted in Hot Springs, Ark., that applied to someone approaching a vehicle. The judge ruled the law violated the First Amendment's protection on free speech.
